The DOLE Regional Coordinating Committee – 1 successfully carried out its first-ever regional training for SENA Desk Officers (SEADO) on November 14-16, 2018 at Venus Parkview Hotel, Baguio City.
DOLE, NCMB, OWWA, POEA, NLRC, PRC, ECC, and RTWPB converged their efforts to carry out the activity. Thirty participants joined the training composed of division chiefs, inspectors, LEOs, welfare officers, administrative officers and assistants, and HR personnel.
The training indulged the participants with lectures on general labor standards, department orders concerning kasambahays and security guards, contracting, POEA and OWWA rules, OSH, seafarer concerns, and the ever-delicate issue of illegal dismissal.
RCMB1 Chief Jay Jasper B, Javines took over the topic on conciliation-mediation skills and techniques. He drove in hard and clear the necessity for the SEADOs to be able to make the distinction of being an arbiter and a conciliator.
“Conciliation-Mediation is different from arbitration in the sense that the former, while it needs technical and legal know-how, involves the heart of the SEADO,” Javines said. “SEADOs must be able to manage their own emotional state if only to be able to understand and handle the unpredictability of circumstances as a consequence of the emotional tendencies of the parties involved,” he added
